The modernist experiment with housing "towers in the park" has shown itself to be dehumanizing, and most public housing towers in the US have been or are now being demolished in favor of safer, more human-scaled, ground-related housing. I do not believe that we need to sacrifice human-scaled architecture for the sake of density either, as relatively high levels of density can be achieved with mid- and creative low-rise development.
